Issue

- Managing the account, providing pre-sales and project and solution support.


Additionally, Knowtel was asked to write a report into the operation of the PSO organisation, its implementation, structure and methodologies. Further, Knowtel was also involved with defining a new ADSL offering covering the service definition, operation and support activities, plus liaison with third party suppliers.

Service Level Agreement Creation

Issue

Privatisation of the Dutch Railways and creation of a new operator from the railways Network operations group, with all the railway’s telecommunications assets transferred to the new operator.

Tasks

The project involved creating two back-to-back SLA’s where Services needed to be reflected in each direction. Tasks carried out were:
·    Creating a template SLA
·    Defining and negotiating service levels for both parties

·    Creating the SLA physically (typing and formatting)
·    Negotiating with members of the new operator and the maintenance suppliers
·    Providing advice and recommendations about operational teams and procedures
·    Assisting with translation of documents into Dutch.

Issue

Several different networks, each group operating with its own database and fault management process.

Tasks

This assignment involved an assessment of each organisation, including the staff and support systems.

The final report recommended the implementation of an integrated database holding all the relevant details of users, the use of a help desk that was integrated into the database and network management systems.

Issue

Implementation of new ATM hardware and service offerings, from Lucent Technologies

Tasks

The role involved the assessment, definition and monitoring of development of a proposed integrated network management function, intended to combine in one package:

-          Provisioning

-          Network Management

-          Fault management

-          Billing collection

-          Performance management

-          Help desk

-          Customer Network management

-          SLA monitoring,

using a number of commercial packages such as Remedy and HP Openview to create the system.

One aspect of the project was to evaluate the differences and overlap of the products and produce a report covering these as input to the design and definition phase of the project, and eventually to monitor the development project.

Issue

With the requirement to open up services to other Licensed Operators in the Netherlands, this operator needed to implement the Carrier Pre-selection service in the most cost effective manner possible.

Tasks

Project responsibilities for the design phase of the project included :
·    Managing the project team covering the design of the solution
·    Liaison with other parts of the operator involved with the service implementation (i.e. IT    group)
·    Liaison with the various technical groups, i.e. engineering, operations & billing
·    Liaison and negotiation with marketing over the use of their Voice response system
·    Definition and sign-off of changes required in all the systems affected by the new service
·    Completion of design and sign-off with all parties .

Issue

Design of and implementation of a solution using Intelligent Networking techniques to handle Number Portability

Tasks

Number portability included fixed line, mobile and 0800 / 0900 numbers, which created a number of issues for implementation.

The main task was the leadership of a team involved with the building and planning of the integration of the Operator’s Numbers database. Also included was the defining and design specification for systems interfaces to the database.

The key tasks were:
·    Defining how the service would be implemented
·    Agreeing with numerous systems managers their requirements for data from the systems being built
·    Building systems to provide interfaces and connections to OLO’s and the regulator in the Netherlands
·    Liaison with a number of similar database owners on a design for creating an integrated database.

Re-launch of ISP offering

Tasks

Reporting to the Director of ISP services, the project involved the creation of a completely new service, covering mail, news and web paging service. A new data centre, server applications and data network needed be implemented. It also involved the creation of remote access services, a user validation and billing system, and the provision of a web site and portal applications.

It was our responsibility to manage each work stream through the project managers for each stream. We had the responsibility to ensure that all work-streams were completed on time and to budget.

Acting as Service Development Manager, the role involved managing the product / service through the whole implementation lifecycle, from concept through feasibility, via a matrix management organisation:

One of the projects was called ‘PABX connect’, which involved making Mobile terminals appear as extensions on a customer’s PABX. (In this case the PABX being connected via an Indirect Access channel, i.e. via an alternative carrier). Other projects included implementation of terminal authentication and Group calling services.
